If you know german or french, take a look at SelfHTML. The specifications probably can not introduce you to the basic concepts of HTML. However as soon as you have enough basic knowledge, reading the w3c specifications (partially) is a must. Looking at the source of other websites (especially thos of the w3c, since they are more or less exemplary) can lead to new ideas.
